Regulations for Mexico

In order to provide seeds for organic vegetable production in Mexico without phytosanitary risk, the association AMSAC negotiated with SEMASICA a recognition of principle of equivalence of phytosanitary measures established by the International Plant Protection Convention, of which Mexico is a signatory. The equivalence recognized has made it possible to import seeds from organic production and replaces the phytosanitary treatment (either chemical, biological or physical) by the retention point of entry until negative laboratory diagnostics for quarantine pests was obtained by SENASICA.

To keep this option available, the companies participating in the program are urged to use extreme precautions in the health of their seeds in order to avoid detection of quarantine pests that would endanger this alternative.

The crops below show the species authorized to date, according to the document control numbers as established by SENASICA 06933 and 08680 (Annex1), in the combinations county of origin / Country of provenance available in the requirements of SENASICA.

Procedure for applying and import

1. The partner company interested in participating in the program must send an appropriate application to the Mexican Association of Seeds A.C. (AMSAC) so that the latter, in turn, makes the proper addition to the General Vegetal Health (DGSV) and the company is notified to Directorate General of Phytosanitary Inspection (DGIF) as a participant in the program. In the application the company must name under which it is performing the import.
   
   
2. Where appropriate, the DGSV shall notify officially to the DGIF the recognition of the said company to participate in the program. Copies of this will be officially provided by AMSAC to the company. Once the company is registered in the program, to make the process of importing through the Mexican Foreign Trade Digital Window (VDMCE), the control number must be entered in the comments section with which it was authorized and indicate that the import of seeds will be conducted under the official procedures and that it is for use in organic production, so that it can be identified by the DGIF.

3. During SENASICA inspection, sampling will be done according to the inspection guide and will be sent to the National Reference Center for Phytosanitary Measures (CNRF), for which payment process is as follows:
   1. Sign the SENASICA page (www.senasica.gob.mx)
   2. Select the icon of electronic payment DPA on the right
   3. Select payment of products
   4. Select payment according to your convenience (electronic or directly in the bank)
   5. Enter the data requested from your company
   6. Select field: Plant Health/Sub-field: National Center for Phytosanitary reference
   7. Select the diagnostic according to the phytosanitary requirement of the module for example:
   8. Diagnosis and identification of plant pathogenic bacteria
   9. Make payment
      
      
4. Sample shipment will be made in the way that is commonly chosen by the OISA with a customs broker of the company.
   
   
5. The sample will be processed in the CNRF. If the test result is negative for laboratory quarantine pests, it will be sent directly by the OISA to the CNRF where the seed will be ready for release.
